अध्यक्ष: Honourable Members , A very good Morning to all of you in the new session of youth parliament 2023. I hope this session will be fruitful. We begin with oath or affirmation of our newly elected members. Secretary General Please.

Miss Alpha; “I, ‘Alpha’ having been elected a Member of the Lower House of the Youth Parliament, do swear in the name of God that I will bear true faith and allegiance to the Constitution of India as by law established, that I will uphold the sovereignty and integrity of India and that I will faithfully discharge the duty upon which I am about to enter.”

OBITUARY REFERENCE MR. SPEAKER: Hon’ble Members, as we meet today. If is my sad duty to inform the House of the demise of our former colleague Shri Suresh Chandra. Shri Suresh Chandra was an agriculturist by profession and an active social worker, he worked in the rural areas devoting his time and energy to the welfare of agricultural labourers and the up-life of the backward classes and the downtrodden. He was President of Mazdoor Sabha, Mirjapur. An able parliamentarian and an effective orator, he took keen interest in the proceedings of the House. He passed away at New Delhi on 30th June, 1988 at the age of 35.

PRIME MINISTER AND LEADERS OF THE HOUSE: Sir I rise to pay my tributes to Shri Suresh Chandra, whose death has been deeply mourned by all, he was a young man who came from a family of freedom fighters and whose father had made a name for himself and this tradition was carried by the family. He was with us to the very last moment. He seemed to be well and happy and, therefore the shock of his passing away was all the greater. He had a bright future before him. I should like to extent my deep condolences to this family.

Opposition Leader ; श्रीमान मैं आप और सदन के नेता द्वारा अर्पित की गई श्रद्धांजलि में अपने आप को भी सहयोजित करता हूँ I आज हम सब ने एक दुखद समाचार सुना है, जो हमारे देश की एकमात्र एक ऐसी प्रतिभा के निधन से जुड़ा है, जिसने न केवल हमारे देश को गर्व महसूस कराया, बल्कि विदेशों में भी उच्च प्रतिष्ठा का प्रतीक बनाया था। यह वाकई हृदयविदारक है और इसका असर हमारे देश के हर नागरिक पर गहरा होगा।

इस कठिन समय में, हमारा सबसे पहला कर्तव्य है उनके परिवार के प्रति हमारी संवेदना व्यक्त करना। हम उनके साथ खड़े हैं और उन्हें सहायता और समर्थन प्रदान करने के लिए तत्पर हैं। हम उनके शोक को समझते हैं और उनकी आंतरिक त्रस्ति को महसूस करते हैं।श्री ;;;; एक कुशल नेता और समाजसेवक थे I अपने जीवन काल में उन्होंने पिछड़े और समाज के गरीब तबके के लिए दिन रात काम कियाI वे एक अच्छे कवि व् लेखक भी थे I श्री === हमेशा हमारे दिल में रहेंगे I मैं उनकी ही कविता की कुछ पंक्तियों के साथ उन्हें श्रधांजलि देता हूँ –

‘ कौन कहता है कि मैं मर जाऊंगा “

मैं तो इक दरिया हूँ समन्दर में उतर जाऊंगा “

MR. SPEAKER : Now the question hour starts. Question No. 101 Shri ‘A’

श्री A ===माननीय अध्यक्षजी, मैं आपके माध्यम से सदस्यों और प्रिय देशवासियों के लिए इस सभा में तेल और गैस की किमतों पर हो रही भारी वृद्धि पर सरकार से जानना चाहता हूँ कि :

अ ) हम सभी जानते हैं कि तेल और गैस देश की आर्थिक विकास के लिए महत्वपूर्ण संसाधन हैं और उनकी कीमतों का बदलना आम जनता को सीधे प्रभावित करता है। वर्तमान में तेल और गैस की कीमतों में वृद्धि के संदर्भ में सरकार अपना रुख स्पष्ट करे

ब )हमारे देश में आम जनता के लिए तेल और गैस की कीमतों में वृद्धि सबलता का कारण बन सकती है, यह आम जनता की आर्थिक बोझ और जीवनयापन पर भारी पड़ सकता है।तेल की बढती कीमतों का असर हर जरुरी बस्तु की कीमत पर पड़ा है I वर्त्तमान सरकार तो सत्ता में ही बढती कीमतों का रोना रो कर जनता को गुमराह करके आई है जबकि मौजदा सरकार ने महंगाई के सरे रिकॉर्ड रोड डाले , कृष्ण कुमार चंद्रा के ये बोल इस सरकार पर सटीक बैठते हैं -

कैसे चले गुजारा बाबा, इस महंगाई में।

चौकी के संग चूल्‍हा रोये, इस महंगाई में।

बैंगन फिसल रहा हाथों से,

कुंदरु करे गुमान।

चुटचुटिया कहने लगी,

मै महलों की मेहमान।

भाजी भौहें तान रही है, इस महंगाई में।

मुनिया दूध को रोती है,

मुन्‍ना मांगे रोटी।

पीठ तक जा पहुंचा पेट,

ढीली हुई लंगोटी।

चुहिया भी उपवास रहे अब, इस महंगाई में।

शासन पर राशन है भारी,

ये कैसी है लाचारी।

काले धंधे, गोरख धंधे,

और जमाखोरी जारी।

चीनी भी कड़वी लगती है, इस महंगाई में।

मन का दीपक जलता है,

बिन बाती बिन तेल।

कहीं दिवाली, कहीं दिवाला,

पैसे का सब खेल।

तन के भीतर आतिशबाजी, इस महंगाई में।

वित् मंत्री ( Finance Minister); माननीय अध्यक्षजी, सदस्यों और प्रिय देशवासियों के लिए मैं आज इस सभा में तेल और गैस की कीमतों में वृद्धि पर आपको जवाब देने के लिए यहां खड़ा हूं।

हम जानते हैं कि वर्तमान में तेल और गैस की कीमतों में वृद्धि हो रही है, और इसका आर्थिक प्रभाव आम जनता पर व्यापक रूप से पड़ रहा है। मैं यह समझता हूँ कि इससे व्यक्तिगत और व्यापारिक बचत में दबाव पैदा होता है और यह मामला खासकर आम जनता के लिए चिंता का विषय है।

सरकार को यह मामला संवेदनशीलता से देखना चाहिए और हम व्यापक रूप से अनुसन्धान और विचार-विमर्श कर रहे हैं ताकि हम बेहतर नीतियों को अपना सकें। हम पेट्रोलियम और प्राकृतिक गैस की आपूर्ति को सुनिश्चित करने के लिए संगठित और दायित्वपूर्ण कदम उठा रहे हैं।

हम अपने वित्तीय संसाधनों को अधिक सुगम बनाने, उचित मूल्य निर्धारण की नीतियों को मुकाबला करने और देश में एक स्थिर आर्थिक माहौल बनाने के लिए कठिन कार्रवाई कर रहे हैं। हम इस मुद्दे को गंभीरता से देख रहे हैं और अधिक सुगमता और न्याय के साथ आगामी दिनों में सुधार करने के लिए समर्पित हैं।

आपकी संवेदनाओं को समझते हुए, हम उचित नीतिगत बदलावों को सकारात्मक रूप से विचार विमर्श करेंगे और संभवतः उचित समाधान प्रस्तावित करेंगे। हम उचित मार्गदर्शन प्रदान करने के लिए अपनी प्रतिबद्धता पुष्टि करते हैं, जिससे देश की आर्थिक स्थिति को सुधारा जा सके।

Question No ‘102 Miss ‘B’

माननीय अध्यक्षजी, मैं इस सभा में गृहमंत्रीजी को महिला सुरक्षा के संबंध में एक सवाल पूछना चाहता हूँ।

महिलाओं की सुरक्षा आजकल एक चिंता का विषय है, और हमें आपके द्वारा इस मुद्दे के बारे में जानने की उम्मीद है। कृपया बताएं कि सरकार कैसे महिला सुरक्षा को मजबूती देने के लिए कदम उठा रही हैं और क्या नए नीतिगत बदलाव हो रहे हैं।

Home Minister ; माननीय सदस्यजी, मेरा धन्यवाद कि आपने महिला सुरक्षा के मामले में मेरे संबंध में सवाल पूछा है। महिला सुरक्षा देश के लिए महत्वपूर्ण एवं प्राथमिक मुद्दा है और हमें इस पर गंभीरता से ध्यान देना चाहिए।

हमारी सरकार महिला सुरक्षा को लेकर सशक्त एवं सक्रिय कदम उठाने के लिए प्रतिबद्ध है। हमने एक संपूर्ण प्रतिष्ठित महिला सुरक्षा नीति बनाई है जिसका उद्देश्य है महिलाओं की सुरक्षा सुनिश्चित करना, उनके अधिकारों की प्रतिष्ठा करना और उन्हें सुरक्षित और सुरक्षित माहौल प्रदान करना।

हमने तेजी से अद्यतन और सुधार किए गए कानूनों के माध्यम से महिलाओं की सुरक्षा को मजबूती दी है। हमने बेटी बचाओ बेटी पढ़ाओ अभियान के माध्यम से लड़कियों की संख्या में सुधार करने के लिए कदम उठाए हैं और उन्हें शिक्षा और रोजगार के अवसर प्रदान करने के लिए प्रयास किए हैं।

हमारी सरकार ने महिला सुरक्षा और बलात्कार के मामलों के विचार में तेजी से न्यायप्रणाली के सुधार के लिए भी कदम उठाए हैं। हम न्यायिक प्रक्रिया को तेजी से पूरा करने के लिए विशेष न्यायाधीशों के नियुक्ति की गई है ताकि अपराधियों को जल्दी से दंडित किया जा सके।

हम समाज में महिलाओं के साथ संवेदनशीलता और जागरूकता को बढ़ावा देने के लिए भी कई जागरूकता अभियान चला रहे हैं। हमने स्कूलों और कॉलेजों में महिला सुरक्षा के बारे में शिक्षा कार्यक्रम शुरू किए हैं ताकि युवा पीढ़ी महिलाओं की सुरक्षा के प्रति जागरूक हो सके।

हमें आप सभी के सहयोग की आवश्यकता है ताकि हम समाज में महिलाओं की सुरक्षा को और मजबूत बना सकें। हम एक महिला सुरक्षा के साथी रखा है और हम इस मामले में निरंतर उन्नति करने के लिए संकल्पबद्ध हैं।

RE : BREACH OF PRIVILEGE SHRI ‘T’ : Sir, a serious breach of privilege has been committed by the leading Newspaper of Delhi, while commenting on the recommendations of the Public Accounts committee. The paper has attributed dishonest motives and I have requested you to allow me to raise a question on that matter now.

MR. SPEAKER : Shri ‘T’, have you given notice of it earlier? You may give due notice alongwith a copy of newspaper cutting and I shall consider it. You cannot spring a surprise on me like this.

(i) Review by the Government on the working of the State Farm Corporation of India Limited, New Delhi for the year, 2022-2023

(ii) Annual Report of the State Farm Corporation of India Limited, New Delhi, for the year 2022-23 alongwith 15 Audited Accounts and the comments of the Comptroller and Auditor General there on.

MESSAGE FROM UPPER CHAMBER

MR. SPEAKER: Secretary to report message from Upper Chamber of Youth Parliament.

SECRETARY; Sir, I have to report the following message received from the Secretary of the Upper Chamber of Youth Parliament:- In accordance with the Provisions of the rules of Procedure and conduct of Business in the Upper House of Youth Parliament. I am directed to enclose a copy of the Illegal Migrants (Determination by Tribunal’s) Bill, 2023, which has been passed by the Upper Chamber at its sitting held on 5th June 2023.

MR. SPEAKER : Secretary to lay on the Table a copy of the Bill as passed by upper chamber at it’s sitting held on 5th June 23.

SECRETARY : Sir, I lay on the Table of the House, the Illegal Migrants (Determination by Tribunals) Bill, 2023 as passed by the Upper Chamber.

WELCOME TO THE Nepali PARLIAMENT DELEGATION

MR. SPEAKER : Hon. Member, I have to make an announcement . On my own behalf of the hon. Members of the House, I have a great pleasure in extending our warm welcome to Honorable Foreign Minister His Excellency Narayan Prakash sound and speaker of the Nepalese Parliament and the Hon. Members of the Nepalese Parliamentary Delegation who are on a visit to India as our honoured guests. The delegation arrived on Sunday , 11 June 2023.. they are now seated in the Special Box. We wish them a happy and fruitful stay in our country. We also convey our warm greetings and very best wishes through them to people of Nepal.

CALLING ATTENTION MOTION

MR. SPEAKER : Now let us take up the Calling Attention Motion. Miss A , Miss B and MIss C will call the attention of Home Minister.

Miss A :Sir , i beg to call the attention of Home Minister about the protest , anger , unrest and violence in the several parts of Manipur. And action taken by Govt, thereof.

Home Minister : Sir, an ethnic clash erupted on 3rd May 2023 in few parts of Manipur. The situation is under control now. The government has taken several steps to control the situation. The Indian Army troop and para military forces are deployed to restore law and order.

Miss B : अध्यक्ष महोदय मणिपुर उच्च न्यायलय के अप्रैल २०२३ के निर्णय के अनुसार राज्य सरकार को इस विषय पर कानून बनाने के निर्देश थे तो सरकार ने निर्णय लेने में देरी क्यूँ की और ऐसी परस्थिति उत्पन्न होने दी जिसमे कईं लोगों को अपने जान मॉल से हाथ धोना पड़ा I क्या केंद्र सरकार को ऐसी घटना होने की जानकारी नहीं थी?

Home Minister : अध्यक्ष महोदय मैं आपके माध्यम से बता देना चाहता हूँ कि ये घटना निंदनीय है और सरकार को सूत्रों से जानकारी भी थी सरकार ने समय रहते संज्ञान लिया और दंगों को रोकने के लिए पहले से धरा १४४ लागु थी सेना और पुलिस को भी तैनात किया थाI हम दंगों को रोकने में कामयाब रहेI लेकिन कानून बनाना राज्य सरकार का विषय है और उस पर काम भी जारी हैI विपक्ष की भूमिका भी जाँच होगी जो लगातार सरकार को बदनाम करने की कोशिश करते रहते हैं I

Mr C - इन दंगों में जान माल के नुकसान और दोषी लोगों की पहचान कैसे होगी?

Home Minister : a panel led by Chief Justice will investigate the violence, while a peace committee will be established under the chairmanship of Governor. The CBI will probe six cases related to conspiracy in the violence ensuring a neutral investigation to uncover the root cause.
